MoonDAO Projects

MoonDAO Projects are non-perpetual, goal-based teams that are voted by the community to act as trusted executors on behalf of the DAO to complete an objective. Projects can apply for a budget from the community, and once the mission is completed the team is disbanded to work on other projects.

This document includes rules and guidelines for how projects are intended to work in a transparent and auditable way, how compensation will work for those teams, and how the community can voice their comments or concerns with the project team.

How is a MoonDAO project created?

The procedure goes as follows:

  1. Build a team. Anyone in our DAO with the role of Moonsettler or above for at least a month can steward a project (in other words, proof of work is required before someone launches their own project, otherwise there is special approval needed to make an exception -- at the discretion of the Astronauts). Whoever is starting a project can either start a project on their own, or recruit people from our various guilds and put together a team. There can be a maximum of two stewards on any given project. Project stewards are expected to have MoonDAO be a primary commitment in their life. They are expected to act as a point of contact for the project and be active and responsive to make sure things move along and goals are achieved. Each person on the initial team of the project will become a Moonsettler, and they must have an OKR specified inside of the proposal. As a general rule, try to keep teams small (2-5 people) to begin.
  2. Find a sponsor. A Sponsor is found from our DAO, either an Astronaut or Rocketeer. Sponsors are responsible for making sure the proposal meets all the requirements needed for a project to be properly put together. The sponsor could pull their support at any point in the process if they do not think the project is meeting the requirements. This pull of support will be recorded on the project with their reasoning, but the project can always find another sponsor if it wishes to continue. The Sponsor cannot be the same person as the steward. If a sponsor adds a project that does not meet the requirements of the project proposal (invalid proposal) they will receive a warning, if it happens twice the sponsor is penalized and not able to add more projects for 30 days.
  3. Fill out a project template. A google doc template is filled out (below) and with the help of the Sponsor to workshop the project and make sure it fits all the requirements. Once the project meets all the requirements to be put up, then the sponsor will put it up under a special channel in the Discord that only the Astronauts or Rocketeers (sponsors) can post in.
  4. Present project to DAO leadership. On a weekly basis the Rocketeers and Astronauts go on a call to evaluate the project and talk about it together. The people who put up the proposal need to be on that call to discuss the project and explain the proposal for people to get feedback. Rocketeers and Astronauts must attend this meeting every week. Absence of a Rocketeer or Astronaut without notice will result in a warning, and two absences without notice can result in removal from the role.
  5. Get feedback from DAO leadership. The proposal must have an in-depth review from at least three Astronauts or Rocketeers, with feedback based on several axes (score 1-10 + an explanatory paragraph). The total numbers are provided to the DAO, front and center with summary statistics on each axis. Scorecard for reference
  • Does the project fit with the mission of MoonDAO?
  • Does the project fit with the values of MoonDAO?
  • Does the project improve MoonDAO in some significant way?
  • Is the project OKR following SMART guidelines (specific, measurable, achievable, relevant, and time-bound)? Is it ambitious, complex, and difficult enough to merit being a project?
  • Is the budget for this project justified (properly documented quotes, not excessive for the work that needs to be done)?
  • Does the person stewarding the project have a track record of accountability, honesty, and quality work at the DAO?
  • Do you feel confident that the initial team has the capacity to achieve what they are setting out to achieve? Is the team the right fit for the project? Are each of the moonsettler OKRs significant enough to merit a spot on the team?
  • Does the project conflict with any other existing project? (Redundant work, overlaps with another similar project)
  • Could this project generate positive revenue to the DAO and help us become sustainable?
  • (If it’s a budget increase proposal) Is the project on track to meet its OKRs successfully?
  • (If it’s a budget increase proposal) Is the team effective and efficiently using DAO resources?
  • (If it’s a budget increase proposal) Is the request for an increased budget reasonable?
  1. Iterate on proposal. Projects can change their proposal based on feedback from the reviews. If the proposal is changed, they should notify the reviewers and they can update their scores based on the feedback. Proposals may be workshopped in this way with weekly reviews until the proposal feels good enough to move on to the next phase of review (at this point it is static and cannot change). The scores are for reference for voters, a low score does not necessarily mean it will not go up for vote.
  2. DAO Discord vote by the broader team. After collecting final scores from people, the project team and sponsor can make a decision about whether they want to forward to the next phase of the review and get feedback from the broader DAO. An announcement will be made by the sponsor on the Discord with the document to a special channel where only Moonsettlers, Rocketeers, and Astronauts can react with a Yes or No. The scores from Rocketeers and Astronauts will be attached to this channel for people to review. The sponsor will also make a separate channel to only discuss that proposal. The proposal is active for a maximum of 7 days for it to reach a quorum of at least 75% of Moonsettlers, Rocketeers, or Astronauts, AND a ratio of at least 80% approval. If the thresholds are not reached then it does not go up for snapshot vote.
  3. Present at Town Hall. If the project passes the requirement from Step #7. The project steward will talk about the project at the weekly townhall and pitch the project to the DAO and take questions from people in the DAO about the project (no more than 5-10 minutes per project), they may also recruit from open roles from people that might be interested in joining. At this point the proposal is also translated into other languages and communicated to the rest of the DAO.
  4. Vote on Snapshot. After the proposal is pitched, it’s included in that batch’s weekly snapshot for approval by the DAO and the DAO can vote on the snapshot for it to be passed with 80% approval.
  5. Update roles and information in MoonDAO. Once passed, the project steward becomes a Rocketeer in the DAO, and the initial team will be Moonsettlers. The project steward then do the following:
  • They must post the Project proposal in the active projects channel so new members of the DAO can see the work that is being done.
  • The steward must create a multisig to collect the funds (they will be reimbursed for the cost of the multisig creation), and the funds for the project will be sent to their generated multisig.
  • A new channel is created by the project steward so their team can start working transparently inside of the DAO. Work must be primarily completed in that channel. Not elsewhere.
  1. Progress updates. Every month of progress on the project, it will be reviewed by the Astronauts and Rocketeers in the weekly meeting, and they will assess the progress of the project. If the project is not meeting the expectations of the DAO, then a recommendation can be made to the DAO on a snapshot vote to end a project with their attached reasoning.
  2. Extensions. If a budget needs to be increased it must go through the same steps 3-10 with a justification for budget extension.
  3. Project ends. Once the project is completed the excess funds are returned to the DAO multisig, a final report is created to the DAO with the use of all funds and other relevant information about the project. The project steward must create a Coordinape within one week of the project ending. Tokens from that coordinape will be released at the end of the quarter (see below for more details on how this is done).

Moonsettler expectations

Moonsettlers must always have an OKR that they’re working towards within the project. They may join more than one project if they meet the requirements for multiple projects.

The sponsor, at any time and at their sole discretion, can remove a moonsettler from their project if they are not meeting the expectations required of them inside of the project. If they are removed they are still eligible to get the Coordinape bonus for the work they’ve completed so far inside of the project.

If a Moonsettler completes their OKR and does not have a new objective, it is their responsibility to go to the Project steward and find work that they can complete to help the project. If there is no work that can be completed, they must either join another project to continue their Moonsettler role, create a project and become a rocketeer, or forgo their Moonsettler role. No Moonsettler can continue with their role without having something they are actively working on. Again, if they are no longer needed, they will still get paid on the project for the work that they completed to date.

Moonsettlers should create a weekly update in their project channel with the work that they’ve done that week and their priorities for the upcoming week.

At the end of a project, Moonsettlers will receive a Coordinape bonus for the project that they’ve completed. Moonsettlers are encouraged to record the work that they do to present at the end of the pay period. It is recommended to post weekly updates of the work you’ve done to keep a record for the DAO.

Moonsettlers that complete their duties with the DAO in good standing will be changed to a Voyager role and can continue to help in their own capacity outside of the Moonsettler expectations.

Rocketeer Expectations

A rocketeer is equivalent to a project steward.

Project stewards must provide weekly updates to the DAO on their project’s progress at the weekly townhalls, where the community can share their thoughts, comments, or concerns with the team. The updates should also be written down and shared in the Discord.

Project stewards are responsible for making sure each transaction on the multisig is recorded with a justification (who was paid, how much, key deliverable from the payment).

Project stewards are responsible for making sure the moonsettlers on their team are completing their work on time, and keeping an updated list of moonsettlers that are on their project. As well as registering the addition of a Moonsettler, or removal of a moonsettler in the DAO.

Project stewards are responsible for setting up their multisignature wallet.

Project stewards are responsible for setting up the coordinape for their project. The coordinape must be completed within two weeks of the project ending.

Project stewards are expected to have MoonDAO be a primary commitment in their life. They are expected to act as a point of contact for the project and be active and responsive to make sure things move along and goals are achieved.

Do project members receive rewards for their work?

Members on projects get rewarded in two different ways as independent contractors:

  1. When proposing a project, every team member can suggest a guaranteed amount that they are rewarded once their OKR on the project is completed successfully. These rewards are meant only to be a minimum viable amount so they can have some guarantees for payment upon completion of the goal that is assigned to them.

  2. A bonus of $MOONEY token and Dai will come from the Coordinape bonus at the end of the pay period (defined below).

Many proposals may not need a guaranteed salary for project members, but especially for members that are full time at MoonDAO it can offer peace of mind to have some security around how much you can expect for the work you’re doing.

How do project members get rewarded with Coordinape?

After a project is completed, the steward is responsible for setting up a Coordinape for the project. The Coordinape will include every Moonsettler on the project. Rocketeers and Astronauts on one project are eligible to have OKRs as Moonsettlers on a project.

Only Moonsettlers, Astronauts and Rocketeers on a project are eligible to distribute GIVE tokens to others for the work that they do.

The project stewards have the right to add other people in the Coordinape to receive tokens, however those new added people may not have GIVE tokens.

The project stewards will have 3x the GIVE tokens or 1/5th of the total GIVE tokens, whatever is more. Everyone else on the Coordinape will have equal GIVE tokens.

In the week following the project ending, each project contributor will write a detailed description of the work that they did.

As a guideline for Moonsettlers: Break everything down by OKR that you had given to you and list out how you did according to that goal and measurable results. For each OKR do the following:

  1. Focus on the work YOU specifically did. Be specific. No generalities like “I helped with marketing and outreach”
  2. Describe the impact that it had on the organization. Try to be quantitative with the outcomes that your work had on the project.
  3. Describe the complexity of the work.
  4. Attach documentation for the work that you did.

Work that was completed as part of a bounty should not be included in a contributor’s coordinape work.

If a contributor does not write this for each OKR with a description of the work they did, analysis of the impact, and documentation of the work, then they will not be eligible to receive tokens.

It is highly recommended that each member on a team keeps a record of the work that they did for the project.

There will be vesting associated with the $MOONEY given to each contributor. The total amount will vest on a monthly basis over the period of one year. With 25% of the total vesting immediately after the pay period is over, and the rest vesting on a monthly basis over the period of a year, on the first of every month. Vesting of $MOONEY will continue as long as the contributor stays as an active participant inside of MoonDAO. If they are no longer meeting the criteria to be a Moonsettler or above they will receive one warning, and then if nothing changes after the warning their vesting will end.

How will the project Coordinape budget get determined?

The total amount to be distributed in Coordinape across all projects will be in both Dai and $MOONEY. The total budget of Dai will be voted on by the community, and the $MOONEY token will be distributed based on the following schedule:

The total $MOONEY amount for a project will be determined by a snapshot vote as follows:

  1. On a quarterly basis the DAO will get a list of all the active projects that were completed in that quarter.
  2. There will be a geometric release of the total $MOONEY token over time. With 40 Million $MOONEY released in the first quarter, and then 0.95 that amount released every quarter after that. This is a closed geometric series totalling 800 million $MOONEY for contributors over an infinite period of time. The amount will be released on a quarterly basis (every three full moons) as follows: 40 Million $MOONEY assigned in the first quarter. 38 Million $MOONEY assigned in the second quarter. 36.1 Million $MOONEY assigned in the third quarter. And so on, infinitely.
  3. DAO members will vote on the proportion of the release of $MOONEY that is sent to each project by token weighted voting, or whatever governance mechanism the DAO selects, with the precedence between the two being the latter.

This incentive structure will begin right after Phase 2 is complete. The clock will start for these incentives once Phase 2 incentives are completed. The $MOONEY assigned will vest over a one year period as explained in the Coordinape section.

What happens when a project is passed?

Once passed, the project steward becomes a Rocketeer in the DAO, and the initial team will be Moonsettlers. The project steward then do the following:

They must post the Project proposal in the active projects channel so new members of the DAO can see the work that is being done. The steward must create a multisig to collect the funds (they will be reimbursed for the cost of the multisig creation), and the funds for the project will be sent to their generated multisig. A new channel is created by the project steward so their team can start working transparently inside of the DAO. Work must be primarily completed in that channel. Not elsewhere.

Every month of progress on the project, the project will be reviewed by the Astronauts and Rocketeers in their weekly meeting, with attendance by the project stewards, and they will assess the progress of the project. If the project is not meeting the expectations of the DAO, then a recommendation can be made to the DAO on a snapshot vote to end a project with their attached reasoning.

Projects must work transparently in the DAO such that anyone in the DAO can audit the work that is being done, and can weigh in if they have questions, comments, or concerns.

How can someone be added as a new Moonsettler on a Project?

If Project needs work done that is best completed by a bounty rather than by anyone on the initial team, then projects can break down those tasks into a bounty board for things that can get done by anyone in the community.

The bounties will be shared first in our MoonDAO guilds to see if there are interested people there. If the bounty cannot be completed by someone in the guild, then they can reach out on MoonDAO socials to find people that can complete the bounty.

Stewards are responsible for setting up a bounty with enough description, pricing the bounty with the budget that they have (either with Dai or $MOONEY), collecting all the interested people that want to complete the bounty, selecting the individual that will complete it in a fair and transparent way, and reviewing that the work is high quality and meets expectations, and ensuring payment for the contributor once work is completed.

Once someone completes a bounty, and that there is enough work of that nature to be completed on that team to merit a role within the project, the project steward can make them an offer to become a Moonsettler on their team. All Moonsettlers must have completed at least one successful bounty before being added to a project team.

The Project steward must register the moonsettler as a member of the DAO and the Astronauts must sign off on the addition to make sure that the moonsettler has a properly scoped role inside of the project with deliverables.

The steward will then add the moonsettler to a new channel where the steward can introduce the member of the project with a bio and add their responsibility inside of the project. The steward is responsible for onboarding the Moonsettler and teaching them how the DAO works.

Failure to properly register Moonsettlers as described here will result in a warning. If done multiple times it can result in loss of the steward role.

Astronauts and Rocketeers on a different project are eligible to have OKRs as Moonsettlers on a project.

How will projects access funds allocated to it?

Projects must create a multi-sig wallet with at least two astronauts and three other members inside of the team, and greater than 70% execution threshold. Each member of the multisig should be a MoonSettler, Rocketeer, or Astronaut for at least a month, and each must be approved by the Astronauts. Multisig members should be using the highest level of security possible. This allows the team to access funds that are earmarked over to the project and can access them without needing to go through the DAO.

Projects must keep a record of their expenses along with justifications so that the use of funds can be tracked and audited by the DAO.

All expenditures for the project should be done through the multisig. Any off-chain transactions must be documented with receipts, and then reimbursed through the multisig.

If those rules aren’t followed, the members will lose their roles in the DAO and will not be able to work on other projects at MoonDAO.

Can a project be shut down?

If the community loses faith in a project’s ability to execute for whatever reason, the DAO can pass a Snapshot vote to disband the team with a 50% token weighted vote. No project coordinape will be created if a project is disbanded by a Snapshot vote, the stewards will not receive their salary. Multisig funds will be returned to the DAO.

Can a project change stewards?

Yes. If a steward must step down for whatever reason but the project is not yet completed, an Astronaut may appoint a new steward to lead the project.

Can the community change the project team’s decision about a project decision?

If a concern about the direction of a project is raised from a community member and it cannot be resolved through discussion, a Snapshot proposal can be created for the decision so the community can weigh in. This exists so that if the community is unhappy with a project decision, the community can voice their concerns.

What happens when a project is completed?

At any time, the project stewards can decide that the project is completed.

If the project stewards claim that the project is completed, but the community does not agree that the work was completed in good faith, then an issue can be raised by a Rocketeer, Astronaut, or Guild Steward, and then a randomly selected group of seven guild members will judge whether they believe the work was completed in good faith by the project team.

The seven members will judge on their own whether they believe that the team acted in good faith and did everything they could to achieve their objective. If four of the seven members believe that the team did not complete the objective in good faith, then the project stewards can either elect to finish the work that is deemed to be missing, and the team can still receive the project’s rewards, or they can choose to abandon the project and the team will not receive the rewards for the project.

If the project ends successfully, the team members all graduate to becoming Voyagers and they are free to join other projects or start a new project.

All excess funds will be returned to the DAO treasury.

Within two weeks, a final report is created for the DAO with detailed information about the use of all the funds, deliverables from contributors, and other relevant information, and the project steward must finish a coordinape as described in the “how to project members get rewarded” section.

Who can be on the project’s multisig?

Multisig signers should be members of our community that have had a role (MoonSettler or above) for more than a month, and each must be approved by the Astronauts. Multisig members should be using the highest level of security possible.

Multisig signers are expected to complete timely signatures when requested.

Multisigs should have a 75% or above execution threshold, and at least five members on it.

One of the multisig signers should be a current Astronaut.

What if a project requires a Budget increase?

If a budget needs to be increased it must go through the full project proposal process with a justification for budget extension.

Restrictions on Timeline and Budget

Every month, the project will be reviewed in the weekly Rocketeer and Astronaut meeting, where they will give their recommendation on whether the project should proceed.

Total Budget for projects are limited to a maximum of $50,000 USD equivalent of Dai and $MOONEY allocated to the project (at the time of project approval), unless there is special approval by the Astronauts. If your project requires more than $50,000, find a smaller goal that can be completed on a smaller budget and then once it is finished the DAO can vote to increase the budget.

Amendments to this proposal

The DAO can agree to amend this system with a 70% majority vote based on our current governance practices of a token weighted vote with a 4% cap for any individual.

Abstract: This is a top level description about the idea. Please use ELI5 wording and summarize things for anyone to understand what you want to achieve.

Motivation: Describe the motivation behind the proposal, the problem(s) it solves and the value it adds. This is your chance to show why this proposal is necessary, and how the changes would benefit if implemented.

Specification: Describe the “meat & potatoes” of the proposal. Go into deep detail around the work that needs to be done, options considered, open questions, and future directions. The more detail, the better.

Benefits: Point out core benefits of the proposal implementation and how it will affect MoonDAO. Risks: Highlight any risks from implementing the proposal and points to consider regarding the proposal.

You can write as many OKRs as you think are needed. One OKR is fine if that captures the full extent of what you want to achieve. One focused goal is preferred instead of many.

Objective #1: e.g. To create high quality merchandise that can be distributed at events to promote MoonDAO. Key Results for Objective #1:

  • Create 100 Hoodies.
  • Create 100 hats.

Objective #2: e.g. To create a MoonDAO merch webpage to sell our Merchandise to people in our community Key Results for Objective #2:

Team Table (Table A)

There can be a maximum of two team stewards, both must be a Moonsettler or above for at least a month, unless there is an exception made by an Astronaut. Project teams may not even need an initial team. It can just be an individual submitting a proposal. As a general rule of thumb, try to keep teams small and focused in the beginning, with clear deliverables and OKRs for each member. Reach out to a sponsor to help you put together the proposal to avoid having to redo any work. Multisig signers should include two astronauts, and as a rule of thumb the rest should be either trusted members in the DAO, or the project stewards.
